Rearrange dllimport/dllexport declarations for MS-Windows.

 gnumake.h (GMK_EXPORT) [_WIN32]: Move the dllexport declaration
 here from makeint.h.
 makeint.h (GMK_BUILDING_MAKE) [WINDOWS32]: Define before
 including gnumake.h.
